Initial Contact
The manufacturer or its authorised representative contacts the Technical Assessment Body.

Submission of the Application
The manufacturer completes and submits the Application Form, which contains the basic information required to initiate the appropriate assessment procedure.

Acceptance of the Application
The Office informs the manufacturer whether the application is admissible and confirms the initiation of the procedure and the parties involved. At the same time, the Office provides the Manufacturer’s Technical Documentation Form, which must be completed with detailed technical information.

Preparation of the Assessment Plan
Based on the completed and returned Manufacturer’s Technical Documentation, the technical assessor prepares a project plan. A commercial proposal is then issued on the basis of this plan.

Contract Conclusion
Upon acceptance of the proposal, a contract is concluded. The annex to the contract contains the technical details and scope of the assessment procedure.

Assessment and Issuance
Once the manufacturer has submitted the available test reports and, where required, representative test samples, the evaluation of the relevant product characteristics begins. Following completion of the necessary assessments and receipt of all results, the summary documentation and the technical assessment are prepared and issued.
Important Information
- A technical assessment procedure may only be initiated by the manufacturer of the product or by its authorised representative. The appointment of an authorised representative is particularly common for manufacturers established outside the European Union; however, any manufacturer may appoint another organisation or economic operator to act on its behalf during the procedure. The authorised representative may represent the manufacturer and enter into contractual arrangements on its behalf. Nevertheless, the issued technical assessment always remains the property of the manufacturer. Where an authorised representative is appointed, a written authorisation from the manufacturer, or the relevant annex to the application form, must be submitted.
- The duration and cost of the technical assessment procedure depend on the complexity of the product, the completeness of the available technical documentation, and the scope of the required assessments and tests.
- During the procedure, the manufacturer is required to provide all relevant technical information and documentation relating to the product and, where necessary, representative test samples.
- In every case, the Technical Assessment Body examines whether a technical assessment may be issued for the product under the applicable legal and technical requirements. If the necessary conditions are not met, the Body reserves the right to refuse acceptance of the application.
- A European Technical Assessment (ETA) may only be issued where a relevant European Assessment Document (EAD) is available for the product. The preparation of an ETA is based on the provisions of the applicable EAD. The currently valid European Assessment Documents are available on the website (www.eota.eu) of the European Organisation for Technical Assessment (EOTA).
- A technical assessment is valid only for the manufacturer, product, manufacturing process and production conditions specified therein. Any significant modification to the product or the manufacturing process may require a review of the technical assessment or the initiation of a new assessment procedure.
- The issuance of a National Technical Assessment (NTA) or a European Technical Assessment (ETA) does not, in itself, entitle the manufacturer to place the product on the market. The manufacturer must fulfil the assessment and verification requirements specified in the technical assessment, which typically include certification or other conformity assessment activities. The product may only be placed on the market after the successful completion of the required procedures and the preparation of a Declaration of Performance (DoP) in accordance with the applicable legal requirements. For products marketed on the basis of an ETA, the affixing of the CE marking is also mandatory.
