Technical assessment
The Technical Assessment Office of the Conformity Assessment Directorate, Construction Economics Business Unit of BME InnoLab Ltd. operates as a designated and notified Technical Assessment Body (TAB) in accordance with the applicable legal requirements.
Legal Framework
The procedures are based on Regulation (EU) 2024/3110 of the European Parliament and of the Council of 27 November 2024 laying down harmonised rules for the marketing of construction products and repealing Regulation (EU) No 305/2011 (Construction Products Regulation – CPR), as well as on Government Decree 275/2013 (VII.16.) on the detailed rules governing the specification and incorporation of construction products into construction works and the verification of their performance.
The management of the Technical Assessment Office (hereinafter referred to as the “Office”) guarantees the complete impartiality, independence and non-discriminatory nature of its activities. All personnel involved in assessment procedures are bound by strict confidentiality obligations regarding any confidential information obtained during the course of their work.
Technical Specifications
A Declaration of Performance (DoP) for a construction product must be based on an appropriate technical specification applicable to the product.
In general, construction products may be covered by one of two types of technical specifications:
- a product standard; or
- a technical assessment.
Where a construction product is not covered by a harmonised European product standard, the manufacturer should carefully consider its market placement strategy.
For manufacturers intending to place their products exclusively on the Hungarian market, a Hungarian product standard with appropriate technical content may provide a suitable basis. If no such standard exists, a National Technical Assessment (NTA) must be obtained for the product.
Manufacturers seeking to market their products throughout Europe, or at least in several Member States of the European Union, should obtain a European Technical Assessment (ETA).
Technical Assessment
A technical assessment is a technical specification developed for a specific product of a specific manufacturer. It includes:
- the product characteristics relevant to its intended use;
- the methods for assessing those characteristics;
- the assessment results;
- the applicable system for assessment and verification of constancy of performance (AVCP); and
- the related performance verification requirements.
The Technical Assessment Office of BME InnoLab Ltd. is authorised to prepare and issue both European Technical Assessments (ETA) and National Technical Assessments (NTA).
Certification is carried out under Regulation (EU) No 305/2011; technical assessment under Regulation (EU) 2024/3110. The two references differ because of the transitional period of the legislative change.
